Ms. Sams and Mr. Berman have written an impressive survey of peacekeeping efforts in Africa. Their book looks insightfully at the efforts of the UN, African regional organizations and ad hoc groups and offers a fresh perspective on the successes and failures of these past inititatives. I especially enjoyed their recommendations...and judging by recent comments by many policy makers, I wasn't the only one! This is a must-read for anyone interested in this area, whether they are policy makers or just interested in the topic.

James Maxeiner has written a perceptive and provocative book comparing the enforcement of German and U.S. antitrust laws. The book adopts a nontraditional comparative law approach in that it does not provide a detailed description of the German and U.S. antitrust substantive rules. Rather, it examines the relationship between "legal method" and antitrust law enforcement, with emphasis on the different ways in which the German [*209] and U.S. legal systems treat antitrust policy issues. Thus, Maxeiner's volume should interest not only the antitrust bar but also a broader audience concerned with the comparative function of legal systems generally.

Maxeiner's volume reflects much thought and work. It also evidences considerable familiarity with German antitrust enforcement and German legal method generally. The volume constitutes a real contribution to both comparative literature and antitrust law.

Ably translated into English by Thomas Nugent in 1748, this edition of "The Principles Of Natural And Politic Law" by Jean-Jacques Burlamaqui (1964-1748) is expertly edited and enhanced with an Introduction by Petter Korman (Fellow at the Helsinki Collegium for Advanced Studies and Postdoctoral Researcher in Philosophy at the Academy of Finland) and part of the Liberty Fund's outstanding 'Natural Law and Enlightenment Classics' series. A historical benchmark in the concept of individual rights, The writings of Burlamaqui were influential upon the work and thought of such later philosophers and political activists as Rousseau and Diderot, as well as exerting profound influence on the American Founding Fathers and their newly emerging constitutional system of governance. Indeed, Nugent's English translation became a standard textbook at both British and American universities in the 18th and 19th centuries. Also available in a hardcover edition (0865974969, $20.00), "The Principles Of Natural And Politic Law" is a seminal addition to scholarly and academic Philosophy and Political Science History reference collections.

For any student of the Prussian army of the French Revolutinary and Napoleonic Wars this volume is a must. A worthy companion to Paret's excellent Clausewitz and the State and Yorck and the Era of Prussian reform, as well as Charles White's The Enlightened Soldier (on Scharnhorst) and Gordon Craig's The Politics of the Prussian Army, Shanahan's work is singularly noteworthy for effectively trumping the old Prussian legend of the Krumper.

The Krumper system was supposedly the method used by the Prussian reformers to build up a greatly reduced Prussian army following the debacle of 1806, where the Prussian army was completely defeated in three weeks by Napoleon and the Grande Armee, and the Prussian state was shattered. What Shanahan proves, using Prussian sources and archival material, is that the Krumper system was a failure. Reduced to 42,000 men by treaty in 1808, the Prussian fielded only 65,000 in March 1813 at the beginning of the so-called War of National Liberation against the French.

Further, Shanahan gives an excellent picture of the Prussian army as a whole from 1786, the year of Frederick the Great's death, until 1813, covering the defeats of 1806 and the Prussian army's deficiencies in leadership, training, tactics, organization, and administration that led to the disaster.

This volume is highly recommended and remains as a standard text, along with Paret's, White's, and Craig's studies, against the revisionist viewpoints on the reasons for the Prussian failures in 1806 that are the result's of 'new scholarship' from Prussian apologists.

Lederman has done a splendid job detailing the nature and significance of one of the most important pieces of legislation in recent years. In addition to being informative, it is clearly written and persuasively argued. I highly recommend this book.

In spite of the heavy political name calling, the foundation for President Bush's preemptive attack in Iran has some justification under international law, as does prevention, regime change -- all under the guise of cooperative security. In January 2002, President Bush declared Iran, Iraq and North Korea an 'axis of evil.' By so doing, he has created options of how to deal with them.

In this book, some 21 thinkers - from universities, think tanks, and governmental organizations all around the world have contributed articles discussing how to change these states for the betterment of the world community. These individual essays are collected together and edited by Lennon and Eiss of the Center for Strategic and International Studies.

If you want to know more than the little snippets coming out of the candidates, this is a most interesting book.
